Florida Recovery Obligation Calculation delegation from the County Administrator to the Office of Management and Budget’s Disaster Cost Recovery Coordinator...label Recommended Action: Approval and execution by the County Administrator for the Florida Recovery Obligation Calculation (F-ROC) delegation from the County Administrator to the Office of Management and Budget’s (OMB) Disaster Cost Recovery Coordinator. County Administrator to sign memo delegating authority to OMB Disaster Cost Recovery Coordinator to renew participation in F-ROC program. Delegation language taken verbatim from program administrator’s template as found in attached email. The F-ROC program allows the County to supply certain policy and contract documentation to the Florida Division of Emergency Management to be kept on file. This allows FDEM to conduct shorter and more minimal tertiary financial review of funding which is received through the Federal Emergency Management Agency (FEMA) Public Assistance program, resulting in quicker and more efficient reimbursement to the County of eligible disaster recovery expenditures. All funding associated with the FEMA Public Assistance program is agreed to in subgrant agreement which must be approved by the Board of County Commissioners. Pinellas County has participated in in the F-ROC program since 2023, with the agreement and subsequent renewals being signed by the County Administrator. After the 2025-2026 agreement period, the F-ROC program will shift to automatic renewals. The County may opt out of the program at any time by making a request in writing to the Florida Division of Emergency Management...Recommended Action · There is no fiscal impact associated with this agreement.
