Consider recommendations regarding an Addendum to the Final Environmental Impact Report (EIR) (SCH No. 2017041065) (19EIR-00000-00003) for the OASIS Meeting Center Project, Fourth District, as follows: a) After considering the Final EIR State Clearinghouse No. (SCH) 2017041065, (19EIR-00000-00003), as modified by EIR Revision Letter dated November 23, 2021, approve and adopt the Addendum to the Final EIR, for the OASIS Meeting Center Project to incorporate the scope of the Orcutt Library which has been completed pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15164; b) Find that no subsequent environmental review is required for the Revised OASIS Meeting Center and Orcutt Library Project after consideration of the Addendum to the Final EIR and the Final EIR (SCH No. 2017041065), certified on December 15, 2020, because there are no substantial changes in the circumstances under which the project will be undertaken, and no new information of substantial importance that would require major revisions to the certified EIR, pursuant to CEQA Guidelines Section 15162; and c) Receive the Planning Commission conformity report required by Government Code Section 65402. The Planning Commission Staff Report for New Projects in the Five-Year Capital Improvement Program for Fiscal Years 2026-2031 and the Planning Commission Action Letter for the hearing held on June 3, 2026 constitute the required report.The state law governing the environmental review process.

Consider recommendations regarding the Memorandum of Understanding (MOU) between the County of Santa Barbara and the Santa Barbara County Superior Court of California for the Provision of Alternative Dispute Resolution (ADR) Services, as follows: a) Approve, ratify, and authorize the Chair to execute a MOU with the Superior Court of California, County of Santa Barbara, for the Court’s administration and oversight of the ADR program, effective July 1, 2025 through June 30, 2029 for a total not-to-exceed contract amount of $110,000.00; and b) Determine that the above-recommended action is not a project that is subject to environmental review under the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines section 15378(b)(4), finding that the action is a governmental funding mechanism and/or fiscal activity that will not result in direct or indirect physical changes in the environment.
